  18. <p>     Bill Clinton is mulling ways to link blocks of federal
  19. agencies and departments in order to advance major policies
  20. quickly and efficiently. The Departments of Energy and Interior,
  21. for example, might form a kind of task force with the
  22. Environmental Protection Agency and the Nuclear Regulatory
  23. Commission. Sources close to Transition Central say the
  24. President-elect is now leaning toward elevating EPA to
  25. Cabinet-level status. Top choice for Secretary of EPA: former
  26. Colorado Senator TIM WIRTH.

  28. <p>     Situation Wanted
  29. </p>
  30. <p>     The word in New York these days is that just about
  31. everyone of any importance in the Bush Administration is taking
  32. a stroll down Wall Street to see what's available. JACK KEMP,
  33. for example, has been talking to Bear Stearns about the
  34. possibility of joining the investment firm. But a knowledgeable
  35. source at the firm says that neither side has come to a
  36. decision, adding, "We don't just want a nameplate."

  38. <p>     Running Out the Clock
  39. </p>
  40. <p>     The Senate Select Committee on POW/MIA Affairs will hear
  41. testimony this week from relatives of missing American
  42. servicemen who claim they have been defrauded of millions of
  43. dollars by MIA HUNTERS, who in some cases promised to bring the
  44. missing men home alive. But the committee is running out of time
  45. to investigate such claims. Lawyers for several of the MIA
  46. hunters in question have raised legal objections that may tie
  47. up the probe until the committee's mandate expires on Dec. 31.

  49. <p>     Come on Down!
  50. </p>
  51. <p>     The Pentagon has quietly arranged for the use of an
  52. Italian air base, just in case the Yugoslav conflict triggers
  53. international military action. Under an agreement signed in
  54. October, 12 American F-16 FIGHTING FALCONS would hop over from
  55. Germany and park at Gioia del Colle, south of Bari, Italy, when
  56. needed. The Italians have also agreed to allow expanded U.S.
  57. operations at Sigonella Air Station in Sicily.

  61. <p>     The grand gothic headquarters of the Chicago Tribune has
  62. been designated a smoke-free zone, from the basement to the
  63. executive suites on the 24th floor...with one exception: the
  64. ramshackle cubbyhole on the fourth floor, where numero uno
  65. columnist MIKE ROYKO bats out his prose.

  67. <p>     Bored in the Hood
  68. </p>
  69. <p>     After his spectacular debut last year with Boyz N The
  70. Hood, director JOHN SINGLETON was asked what sort of film he
  71. would make next. "A masterpiece," said the young tyro. Not
  72. according to insiders who have seen a rough cut of Singleton's
  73. latest, Poetic Justice, starring Janet Jackson and rapper Tupac
  74. Shakur. The audience turned thumbs down when Columbia Pictures
  75. held a test screening last month. Singleton lately has been
  76. reshooting some scenes.
